This pin was given to me by Ron Eberhardt, retired from TxDot. Ron received this pin from a attendee of the Annual National Institute of Governmental Purchasing (NIGP) at the National Convention in 1999. That year Ron was the President of the Austin chapter of the NIGP. The Convention was held in Baltimore Md.
